Tournament Qualifications

When I played chess years ago on this site many years ago and I was a new player and wanted to play a tournament I could not play unless I had 100 games of that kind of Chess whether it be Blitz rapid bullet now people joined today and yesterday and are winning tournaments all of the time and you get people that are new and that have the low rating and get in tournaments and they blow you off the board why did just.com change the rule why shouldn't you have to play 100 games on the site first to get a balanced rating so you can go into tournament like I used to have to I just played a bullet tournament and the two top players we're under 775 ELO thank you comments would be appreciated
