Tournaments knock-out with random draw

When you create a tournaments, the participants will be draw in poules and they will be divided in poules bij there ranking. Is it possible to make a tournament, with only knock-outs, so, poules with 2 players and, most important with a random draw (like f.e. the League cup in football, where the best players could be draw to each other in the first round)? I want to organize such an open tournament, to give some weaker players the opportunity to get further in a tournament with some extra luck.
