Maybe it has a limit on total rating .. example .. it could be a 24,000 cap .. so if a 1400 plays, it means the average for the others needs to be 1189.4737 instead of 1200
dont understand what you are trying to say, but if you play better opponents you could learn a lot

What Ish was saying .. was .. it could be the tourney might be set so ONLY a certain # of people at certain levels .. so they might've only had slots left for under 1300
