Why is it allowed for players above 600 elo to participate in a tournament which is under 600 elo?

They probably joined when their rating was under 600 and through the course of playing games they went over 600.

Lol, are you saying that 2000s shouldn't play either? Every full tournament I join I get top 3. So isn't that unfair towards the sub 2000s?
