Why som many free rounds?

When I play tournaments I often get free rounds. I understand that if it is an odd number of players one must have to not play that round. But why so many free rounds? Why dont match people who get free rounds together so that so many as possible could play? Chess.com should make this better, then it will be more fun playing in tournaments. Last tournament I played I had 1 serious game of 9. Two were free rounds. 

I'm not sure if I've ever had a free round. 🤔

It seems there's quite a bit of unfair practices here that get blamed on lack of funds, infrastructure of the site, app, etc. I know in the past I lost games over vacation issues that were the fault of the site and was never compensated for with my rating that suffered.

Yeah, some strange situations here too. But now I wondered about free rounds, seems like Im over average on it then
