All new teams will most likely form Division 3 for next season.
I confirm - if Phoenix_Scorpion will supervize the tournament.
I really hope this is not the only way Moscow will participate? 
Moscow is very good team and it would be shame not to be part of this competition.

It is not the only way, but that would promise us that we'll play in a good competition.
What we need is a regularly updated crosstable and announcements about start-dates of rounds. You know, the standard stuff good admins do.
The other reason is that, if some of the strongest European teams, including but not limited to Zagreb, St. Petersburg, Bucharest, etc. - are unlikely to play and it is clear that the organizer has not done all he could to let them play, then we should not support the poor organizer by our participation. For me, the last year was enough.
So, I monitor the situation and demand for an organizational improvement.
The 2017 season of the European Cities League will start shortly after 2016 season results are finalized, so in order to avoid team withdrawals during the season, unplayed matches and unbalanced groups, we ask all team admins for a brief confirmation of their participation in this thread.
