I recently stumbled upon 5 chess ebooks that I believe are out of copyright and free to download legally.
I have also found some good books in the growing blog of a friend. You can download some free e-books at http://chessismyworld.blogspot.in/

Have you ever looked at Google Books? The number of chess books from 1750 (Philidor) to the early twentieth century is astounding, including a great many chess periodicals.
There are also a great many available at http://web.iol.cz/vaclav.kotesovec/. You may need to email to request a password for some of the content.
