What's the Point?

As I continue to play chess I notice among lower rated players like myself one common thread. There is no plan, no focus of play. Some of the close to 1000 players will play well and only make small positional mistakes, but they never make a move that shifts the flow and/or winning chances of the game. This is one of those things that I don't see how to learn. Opinions?
