Is this cheating or a glitch?

I am begining to get frustrated with how the clock works (or doesn't) in bullet games.  On more than one occasion the game will come down to the final seconds.  I will have ten or less seconds while my opponent pauses to make his/her move.  I am ready to make my next move after thier's....but, what!  My clock shows that my time has run out immediately after they move.  It almost seems as if their pause is actually taking time off my clock and not thiers.  Is this possible?  I also have witnessed my opponents clock wind down to red zeros only to see them make a final move and win because, somehow, my time expired.  This has really ticked me off.
