What I would recommend against the English DEPENDS on what you normally play against d4 (and to a more minor extent, e4 as well).
Here is what I would recommend against the English based on what you do against 1.d4. (Format is "QP Opening :: Recommended Line against the English):
Queen's Gambit Declined :: 1.c4 e6 2.Nc3 d5 3.d4 transposes and 1.c4 e6 2.Nf3 d5 leads to a mainstream line of the Reti
Slav Defense :: 1.c4 c6 2.Nc3 d5 3.d4 or 1.c4 c6 2.Nf3 d5 3.g3 (or 3.b3) are lines of the Reti
King's Indian Defense :: Play a King's Indian Setup. If white never plays d4 (e.g. he plays d3), you can transpose into a Symmetrical or 1...e5 line by responding later on with ...c5 or ...e5.
Dutch :: Play 1...f5, but make sure you understand the differences. For example, if you play a Stonewall against 1.d4, understand when the Stonewall is good and when it's not and you need to play a classical setup instead.
Benoni Lines :: Play 1...c5 and learn the Symmetrical Variation. If White plays an early d4, you are in an anti-Benoni.
Other Openings :: I'd recommend 1...e5 to players that normally play openings like the Grunfeld, Nimzo-Indian, etc.
An extra note: If you play the Accelerated Dragon against 1.e4, you can play 1.c4 c5 2.Nf3 Nc6 (instead of the more common 2...Nf6) 3.d4 cxd4 4.Nxd4 g6 5.Nc3 (or 5.c4) with a direct transposition to the accelerated dragon.
