When to Resign

That is not all, I am in the Philipippines, and internet time is expensive for us, yet he takes 10-15 minutes to make a move.
Am I overreacting?
I'm sure he's not aware of the internet time which is costing you lots of money. I wouldn't tell him though since it would be unfare if he was a decent person, but also that he might take more time if he wasn't.
It's possible to draw with two queens. It may even be easier to draw with many and powerful pieces if one gets careless.

How rude! I would mate your opponent as quickly as possible--with your huge material advantage, that should only take a couple moves or so--and then avoid playing him in the future. Life is too short to stress about such things. :)
