You need to form a commitee. Try hanging out at local coffehouses, student unions, cafes, even bars with a book and a chess set. When someone asks if you'd like to play a game, you've begun. Somewhere in the ensuing dialogue, maybe even post game, the phrase "Gosh, wouldn't it be cool if a bunch of us chess lovers could get together on a regular basis?" If you're real lucky, maybe the other guy will run with it and do all the work.
You need a meeting place and some publicity. And you need to stick with it regularly so people can count on you being there.
