Flashing Connection Bar

What does it mean if my opponent's connection bar in a game is flashing?

If its flickering it can mean their connection is going between strong and weak.

On that bar, if its full green they should be able to play entire gamed without losing their connection to the server.

If its red, they could be for example in a country a long way from the server, or at home and have music from youtube on while they are playing. Anything that uses their internet connection can cause their bar to flicker.

it isnt flashing but after the its taking longer thn usual to connect a red bar comes down and nothng come in
