I'm new to the web so I'm not familiar with the process. I know that's more or less what I have to do, but how do I exactly do it? How do I report somebody? Is there process to it, or you just have to reveal who he is and let the people know, so that then the staff can take care of him? Thanks for the advice, anyways.
You just block the member, and accept that life is going to bring all sorts of jerks along the way. Being a wimp about it isn't going to help you when you got your back to the wall.
Scroll down to the bottom of this page. Click on "help&support". On that page, in the upper right hand corner is "contact" in white. click that. Fill it out with all pertinent data, do the capsha box, hit send.

Based on the OP's description the person didn't do anything remotely illegal.
Based on the fuzzy rules, thousands of people break them every day here.
You'd have better luck getting the staff to fix a well known bug on the site.
Like the 'FAQs' link at the bottom going to nowhere.

It turns out he has a mental block so the Jedi mind Trick didn't work. Seems he's immune to that one.
