insufficient material

I've noticed lately that a lot of draws are being awarded to my opponent due to insufficient material. My last game, my opponent had 2 queens against my king. He ran out of time and the game was called a draw due to insufficient material to mate. Hello? Is this a renegade program used by those who can't stand to lose or does the program not understand what insufficient material is? Any clarification would be greatly appreciated.

Those are the rules of chess. When HE runs out of time and YOU don't have material to mate, it's a draw.

Those are the sites rules of chess. When I played tournament level, time was the ultimate decision maker unless the USCF has changed the rules.

FIDE rules: 6.9 Except where one of the Articles: 5.1.a, 5.1.b, 5.2.a, 5.2.b, 5.2.c applies, if a player does not complete the prescribed number of moves in the allotted time, the game is lost by the player. However, the game is drawn, if the position is such that the opponent cannot checkmate the player’s king by any possible series of legal moves.

Additionally though the site has changed the insufficient material requirements to be more liberal, due to players attempting to run opponents out of time for the win, without themselves trying to checkmate.

If you don't have enough material to mate, then you can not win, if he runs out of time, the game is a draw.  It's that way in USCF also.
