It's been changed. If you don't include opponents in a range at least plus AND minus 25, the system won't match you and you have to rely on a manual (takes forever)seek. I'm sure this article explains it better:

I have recently played for several weeks both 1|0 and 3|0, requiring opponents to be +100 to +250. (Moral: No challenge - no fun. If I want to improve, I prefer to play with people who are likely to win me. Don't care about losing.) And I had instant matching.
However, coming back after a small break I am now getting infeasible waiting times along with the following warning message:
"Unrated seeks, custom time-controls, and specific rating ranges will increase your wait."
Was the matching system changed or is that a bug?
