why is there a repetition draw?

I am one move away from winning and my opponent keeps putting me in check every move because he sees the game is over so after a few times of this we get a draw?  Why should I be punished for this?  Very lame if you ask me.

Well, you're not one move away from winning if your opponent can check you, and you're not winning at all if he can do it forever.

Maybe you should check the chess rules first ?

Perpetual check is part of chess. Granted, not everyone likes it, but it's still part of chess rules.

 

I guess the basic idea is that if you cannot play that winning move then you're not winning.

It was your resposibility to prevent him from being able to do that to you. If you can't then noone wins, hence the draw.
