Stop false accounts

I recently played in a torunament here and a guy entered with a very low rating and almost won the whole thing. When I checked out his account it turns out he created the accound and resigned 24 games on move 1 to get his rating low before entering the tournament to destroy our rating!
Please, stop this. It is spoiling the fun.
I know you moderators cannot be everywhere but could you make the system so that it is impossible to resign 24 games on move 1? How about closing/banning accounts where you have resigned very early many times in a short time period?

I agree that it makes no sense to allow this and that a computer should be able to discount any such games with less than x numbers of moves.

The problem is determining what the magic number is.  Whatever you set it at, those cheaters would just play that number of moves and then quit.

that is just cheating. (for the low rating guy that is)
