Doesn't the TD have the authority to adjudicate games?
Ability to move Tournament to next round if no meaningful games remain?

I'm currently in a tourney (when i'm sixty four) that cannot move to round 2 because one player is still only half way done with the final 3 games.
If all remaining games in a round are officially meaningless because the participants will/won't continue regardless of the outcome, why can the tourney not just move forward to the next round?
The games could still be finished but without making everyone else wait.
