Changing chess move after writing in scoresheet

As far as I know, we are not allowed to change our moves once it is written down in the scoresheet.

However we all know the story of Fischer vs Tal when Fischer wrote down the best move in his scoresheet, Tal feared that move but acted as if he was happy on seeing the move, and Fischer changed the move and gave another move.

 

So my question is that has the rule changed or is it the same today? (i.e. can we change a move after writing it down?)

For FIDE, it is against the rules to write down the move first, unless claiming a draw or for an adjournment.

Article 8, Section 8.1 a: "...It is forbidden to write the moves in advance, unless the player is claiming a draw according to Article 9.2, or 9.3 or adjourning a game according to Appendix E.1 a."

For the USCF, you are also supposed to move first, then notate, but they will allow the move to be written down first.
