GM bolts after pairings made at Illinois Open - enforce Rule 13G!

At the excellently-run Illinois Open (kudos to Wayne Clark and Tim Just), a GM decided he didn't want to play the final round, after playing his previous game in a snit. He bolted after the open pairings were already made and posted, and the TDs had to re-do them while the entire tournament room waited.

Here's a call to enforcing Rule 13G (new 6th edition of the USCF Official Rules of Chess) against this player for not providing proper notice to the TD. The rule calls for fining him up to the entry fee and banning him from tournaments until he pays up.
