Intermediate standings + Voting for new rules

I'd like to first of all congratulate everyone with the passed Christmas and coming New Year.

Then I'd like to inform you that last Friday I did an intermediate update of Open Swiss tournament match results and standings (you can check them here: http://www.chess.com/groups/forumview/open-cities-swiss---results).

These standings are not final. The final cut-off will be done on 20.02.2016 or even delayed (if we decide to not create the superleague and there will be some undecided matches by that date).
Voting about rules for the next year
All admins willing to express their opinions are invited in topic http://www.chess.com/groups/forumview/voting-about-rules-for-the-next-season and answer to the following questions:
Question 1. Competition Format:
Option 1. Original written in the rules. 12 top teams form the Superleague, which will play a round robin. All other participants play in a Swss competition.
Option 2. Stocker68: Divide all teams hierarchically into 4 groups of 10.
Option 3. Dale00007: Keep 1 group playing Swiss as this year.

Question 2. Closed accs recount
Option 1: (current) - consider all games lost - the opponent of a closed account is counted as getting 2 points
Option 2: Dale00007: (make the penalty easier) - do not count points - closed account does not get points, but the opponent does not get his points either.
Option 3: (make the penalty harder) - consider all games lost AND apply additional -2 penalty to the team's score for each closed account (as in TMCL now).
Question 3. Team eligibility
Option 1: (current) - To participate a team name or Location field in the Settings should clearly state which city it represents.
Option 2: bobi184: (restrict the selection) Ban a) fictionary or historical cities that have no actual dwellers; b) ban regional teams c) ban teams where many players do not have that city's name in their profile
Option 3: (broaden the selection) To accept regional teams as well (if they maintain internal standards of player eligibility and really invite only players from a specific region, not from anywhere and that region is not represented by an active and participating city team).
Question 4. Flag rule
Basing on this year's experience, this rule a) gives unnecessary troubles to admins b) limits some true city supporters from participation c) can be abused by a malvolent admin, namely team Rasht admin caster68.
Thhis banned cheat followed the letter, not the spirit of the competition methodically inviting to his team from a small obscure city the most active players from the whole world on this site.
Option 1: (current) - In any league match it is not allowed to have more than no more than 1 foreign flag (mercenary) in the first 10 tables and 2 mercenaries for every following 10 tables in the match.
Option 2: the flag rule is removed. Instead, it is said that a team that does not maintain internal fairplay standards: purposedly invites players from other teams participating in the tournament, selectively invites high-rated players, mass-invites players from outside its city/region; sets rating level to enter the team or participate in its matches, can be not allowed in the tournament or removed from the tournament at any stage.
Option 3: the flag cap is set progressively not per board, but per rating range, i.e. no more than 1 mercenary rated above 2000; 2 mercenaries >1800, <2000; 3 >1600 <1800, etc.
Are you willing to ORGANIZE YOURSELF IN THIS GROUP in the next year the round-robin Superleague competition (if it will be played) or the Open Swiss competition?
I will be more than eager to share responsibilities with any worthy person.
