Who Should have won?

I was playing this game in a tornament and he at like move 25 started to go on vacation multilple times, however I didn't care as 1)I more games going on at the time and 2) I didn't really care :)

Eventully though I won on time after I checked him, so I am wondering who should have won in this position?
