Reporting Computer Assisted Play in Correspondence Chess

We all have possibly come across a player or two (or sadly many before) who clearly used computer assistance in determining their moves. However, I am finding it clearly disheartening there is no method for reporting these players, be it if they are a new player with fewer than 20 games playing 2500 level chess with a record of +1 -19 to the Diamond level players rated in the mid-1300's who are clearly cranking out tactically perfect play to a total obliteration of their opponents. If a 13XX plays 2500 rated tactics to a blow away game by move 15 against a USCF member rated approaching 1600 like myself in correspondence chess, clearly they should be either labeled a strong IM or at least a GM. 

What I need is for someone to add to this blog the proper method for reporting someone who is clearly using chess engines to determine their moves. This sort of problem was why I had left Chess.com years ago and only recently returned hoping the problem had been remedied.
