Chess ratings?

How do you gain an official chess rating? Do you have to join an OTB Chess Club and play several games before a rating can be attained or can you achieve a rating by other means? Does your 'Chess.com' rating have any parity with ratings gained outside of Chess.com? Any feedback would be appreciated, thanks.
