1 look at there accuracy in a few games if its over 90 in more then 5 games he or she is most likely hacking

2 play a game or 2 with them if they win and there accuracy is over 90 he or she is most likely hacking

3 report them for hacking 

4 msg them and ask them if they hack they will most likely say no

5 ask people to report the hacker so that he gets banned faster
