Fixed Rankings

I'm intrigued about some players on this site whose ranking doesnt change after the match is over, either if they win or loose. These guys usually have played many matches, and you can even see their last games on their home pages,  but theres no record of their "best win", and sometimes of their "best ranking". One random example could be Chessnetwork....anybody knows anything about this?
