Why are 50% of chess players under 600 elo?

There is one reason and that one only, hackers. Hackers play against really talented players. I am 800 and my friend is 2000, but I won 4.5 and he won 5.5. Yesterday I played a 900 who played like a 1800, and he is half of his actual elo. If you lost a game against a player and you’re suspicious, REPORT HIM IMMEDIATELY.
