Scribd.com has lots of books, including chess books for downloading.  It does not appear to have an online reading functionality (however it's parent company, Everand, does - see note below).  You can browse/search content by titles or by subject, e.g., chess etc., for free. Otherwise, for downloading the content the site is fee-based - $11.99USD per month, as of this writing (you can easily cancel at any time). They also have a 1-month free trial offer.  In fact, over a period of several hours of browsing and searching chess titles/topics I have downloaded dozens of chess books while using the free trial.

The downloadable books are actually copies of books in pdf and Word document format which Scribd subscribers have uploaded to the site.

Based on my extensive experience using it, the site is safe and easy to use.

Note:  be sure to type Scribd.com into your browser search bar, otherwise you might be redirected to Everand.com which has acquired Scribd.  Everand is for online reading only and has no download functionality as far as I can tell.

WeLib.org

This is a free site for downloading and/or online reading copies of books, documents, articles, etc., including  chess books.  From my experience with it the site is safe and easy to use.  Most files are available for download in pdf format, however occasionally you may encounter files available only in .djvu format, which can be viewed using the free WinDJView app available here....

As an example, the following are two excellent introductory books to get started playing good chess. Pandolfini's Ultimate Guide To Chess by Bruce Pandolfini, followed by Learn To Play Chess Like A Boss by Patrick Wolff.
