Would this gambit work?

In a recent slow game my opponent played Chigorin variation of the queens pawn. As a Latvian gambit player I instantly considered c5 then played it. I could not find a name for it so it seems no one plays it.

What I want to know is what are the pros and cons of this opening, Does it have a name, and have you played it before? If so how did you play it and did you win or lose?
