The Seminar

The 4th National Arbiter Seminar was conducted under the au

spices of ICA, which we already discussed in a previous blog as being the Islamabad Chess Association. The seminar aimed to enhance the knowledge of participants regarding FIDE regulations and develop qualified
National Arbiters to strengthen chess activities in further regions of Pakistan. Pakistan is facing an ever present shortage of Arbiters, and because of that chess is limited only to a few main cities, and the provinces of KPK (Khyber Pakhtunkhwa) and Gilgit-Baltistan and Azad Kashmir face a shortage in chess tournaments, and most players from these regions travel to chess hubs like Islamabad, Karachi, and Quetta to play tournaments. The seminar focused on developing arbiters to conduct even more chess tournaments, and as you will see shortly, the arbiters had some diversity.

As a point of interest, I will be sharing some details and summary of the seminar extracted from the final report.

Key Outcomes

During the Seminar a lot of important things were discussed, but the most lingering thing that remained during the two days was discussion of arbitrary procedures during chess tournaments. An important thing to remember is that before the chess revolution in Pakistan in what tournaments there were even there the arbitrary procedures were often overlooked and shunned to a side. However, with the rise of tournaments in Islamabad has also came up a new check and balance trend that has taken positive effect on the Pakistani chess scene. And in this seminar this is exactly what is being taught here. The check and balance and strict adherence to FIDE rules can ensure a more fair system for Pakistani chess onward. The explanation of how to acquire fide rated tournaments and a through explanation of tiebreaks have ensured that this seminar will have a positive effect.

Lets even hear what the participants have to say!

Participation and Evaluation

The 4th National Arbiter Seminar was an incredible learning experience. It provided clear insights into
chess rules, regulations, and the practicalities of organizing and managing tournaments. The hands-on
demonstrations, especially on pairings and software, were highly valuable. The seminar greatly enhanced
my understanding of an arbiter's role, and I am confident it will help me fulfill these responsibilities
effectively. Thank you for such an informative session!” ~ Muhammad Ibrahim Younas from KPK

“The session was great. The lecturer did a great job in running a smooth session. One suggestion is
adhering more closely to the assigned time window” ~ Tayyeba Irum from Islamabad

“The seminar was a comprehensive and insightful session covering a range of critical topics related to the
role of an arbiter. Each module was well-structured and thoughtfully presented, which helped deepen my
understanding of the responsibilities and duties of an arbiter. Key areas such as The Role of Arbiters and
Their Duties, Laws of Chess, and Anti-Cheating Guidelines for Arbiters were thoroughly explained,
providing clarity on their application in real-world scenarios.
Shujaat Ali’s approach to explaining the Swiss System and Pairing Rules and Use of Electronic
Clocks/Pairing Software was particularly beneficial. His clear and methodical explanation of the System of
Games and Tie-breaks helped me understand the complexities of managing tournaments effectively.
Additionally, the discussions on Regulations for Arbiter Titles and Rating and Over-the-Board Titles were
essential for anyone looking to advance in the arbiter field.
What I appreciated most was how the seminar balanced theoretical knowledge with practical insights.
The examples and discussions helped bring the topics to life, and I left the seminar with a much deeper
understanding of the vital role arbiters play in chess events.
I found the seminar to be incredibly informative and worth attending. It has definitely enhanced my
knowledge and readiness as an arbiter.” ~ Dr. Hamid Khurshid from AJK
