Arena's pairing systems

I would like to say that chess.com should review his arena's pairing systems. The reason I'm sayind that is because some cheaters (sandbaggers, who artificially low their ratings in order to get easier matches) are using 

filthy tactics. Thus, they only play the low rated during a course of a tourney and win their games while high rated players usually play themselves and hurt their streaks, losing points and the chance to win fairly. My suggestion is to change the pairings, put players to play each other from their current rank positions and not by ratings only.

I think this is a fair trade.
