Realize or not, the reason why some people think chess is not 100% tactic is simply because we are humans who also rely on intuition to make a decision, beside logic. Computers/engines know chess is 100% tactical because they don't evaluate positions like we do. They never think this move will put pressure on that file, this position looks good because it gives your pieces more space, these pieces give pressure to your opponent's king's side in exchange of pawn sacrifices, this knight occupies a strategic position, etc (you usually see that kind of teachings when you watch videos of chess players playing online chess or analyzing games). Only humans think so and that is how we interpret moves. While engines themselves only calculate move by move. They never rely on intuition. They never take "space" or "pressure" into consideration. That is what chess is. Every move must have a valid reason why it is strong or weak that can only be confirmed when explained move by move, not by intuitive impression.

Even if you move your piece aimlessly, you still play a tactic. But the tactic is dull. The reason why you decide to build a strong position first and will try to find some ideas how to crush your opponent later doesn't show chess is not 100% tactic. It only shows your incapability of calculating positions in a high depth because you can't imagine and memorize too many positions (of course neither do I). But if you are aware, basically engines without opening book already decide how to win a game from the beginning.

Now, if humans could imagine and memorize as many positions in chess as they wanted, would they even need opening book? They would already know which starting move that would lead them to victory. Their decision to make a move wouldn't be affected by intuitive impression (this looks better, this has more space, pressure on this or that file will be annoyance, castle early, etc). I am sure anyone who disagrees chess is 100% tactic basically agrees it always depends on the position to determine which piece is better to keep or to lose. Eventually, any strategy can be confirmed right or wrong, useful or useless, only if explained move by move which is tactical, not simply by intuitive impression.

Both humans and engines can be right and wrong. The difference is, engines are never right and wrong by intuitive impression. In the other hand, humans can be right and wrong by intuitive impression.
