The Scotch games starts after 1. e4 e5 2. Nf3 Nc6 3. d4

The best move for black is to take on d4. You should take back with the knight(duh). If they take your knight, this is good for you. The queen takes the knight and if they kick the queen with c5, you move it to e3.

You have a very active central queen. and this is not good for the opponent. If they try playing Nf6, we have some traps.

If they play d6 after our queen gets in the center, we play Nc3, they play Nf6. We will pin it with Bg5 and they play natural move Be7, unpinning the knight and preparing to castle. We castle queenside, creating a brilliant battery on the d-file.

You can play aggressive with e5, attacking the knight. If they take with the pawn we will take back with a discovered attack on the queen.
Black is smart though and won't take the knight on d4 after move 4. I will go over option one, Bc5. When they play this Be3 can be good. If they do not react and develop with Nf3, we take their knight, a double attack on the queen and bishop. They take our knight and we take their bishop.
Option 2 is Nf6. We will defend with Nc3. If they play Bb4 we will trade the knights and then play Bd3.
That is basically it. If you would like a blog on the Scotch Gambit comment below.
