Why do players offer draws in stupid positions?

I was having a game with a player I was cleary destorying in chess terms & out of no where he pulled off his best move by offering me a draw? After losing his queen and many more pieces. I thought i'd share this game with you, just in case I was in the wrong to decline the draw;)
