"Draw by insufficient material and time out"can be hard to understand by most chess players, but in fact, it's really simple.
First, what is "draw by insufficient material and time out"?

TLDR: the opponent run out of time but you can't checkmate him by making legal moves.

So i checked on the Fide LAWS of chess and this is the only result i found about this: The first sentence is not what we are talking about today, we are talking about the second. So let's take a look at the second sentence. "possible series of legal moves" is the moves of both side that is legal to the game, or if the game is still continue, the position is reachable. Example:

The moves is not going to happen in the real game, however, this could happens and falls into the category of "possible series of legal moves".

Let's have a look at some drawn position by timeout and insufficient material ( in these positions, black run out of time)

First is the simple and straightforward king vs everything. The white king can never checkmate the black king so the position is always a draw.

Second is bishop vs queen. However, that doesn't mean the bishop vs others are also a draw. Only bishop vs queen and same colour bishop is a draw

Why is that? Let's take a look at bishop vs different colour bishop:

So, the black bishop covered the only safe square for black's king, so it's checkmate. there are a few position that's similar to this. Find for yourself, i'm going to list some checkmatable position by bishops and knights:
