To me it sounds like some Soviet Anti-Alcohol Campaigns. Actually, I may assume the article was planted by a chess-loser, a young gentleman of their acquaintance, who didn't find anything better than casting aspersions on the game like on a girl who had repelled his advances and gave him the mitten.
