Why Does This Happen?

You see I'm the owner of a club called '123 Chess Go'. (I'm not advertising) I often used to send cheers to the members of my club when I suddenly discovered this strange thing. I've noticed this a long time ago but I wasn't sure about this unusual matter. Today, I wanted to clarify my doubt and I'm hereby writing this blog in order to find the answer to this particular question.

There are members in my club who are not friends with me and when I try to send them cheers I can't see the text box where I usually enter my desired writing stating the reason why I sent it. At first, I thought that it was a bug but now it seems very obvious. 

For example when I try to send a cheer to this member, I can't see the box for writing:

Whereas when I want to send a cheer to one of my friend, I can see it:

Based on this, I wanted to ask all my fellow viewers some questions:

• Is this really possible or am I just assuming things?
• Have you ever came across a situation like this one?

• Is this a bug or something else?
