Can't they create more drawing rules

I just lost to someone in blitz after they had a single pawn and king vs my king on the edge of the board. I lost on time after he did 3 or 4 different moves which took about 30 or more moves and I was surprised when it said I had lost so what exactly are the rules? Did I have to go to 50 moves before a draw could be claimed?
