Explain please?

So heres the thing.. my friend got her permit two months ago and she says this all the time: They bugged and b***hed and wined about me getting my permit and they promised to take me out all the time. Now its been two months and i have only gone out twice.

She came to me for advice but i think she is over reacting. What do you think?
