Chess Strategy: Good vs Bad Rook

I noticed a lot of posts about having problems with rook endings or how to use rooks. For instance, in the position shown below, it is White to play and many would think that this game will end up shortly in a draw. However, it is probably quite the opposite as White has much better rooks.
