abandon game meter in live chess?!

One thing that annoys me is people letting the clock run down 15 minutes or so or just abandoning the game rather that resigning in a lost position.How to minimize this bad behavior? Any ideas?

One idea I have is perhaps the percentage of abandoned game each players has is recorded. When you do a seek for a challenge you could specify that your opponent have less than x percentage of time outs.what do people think?Or should i just play bullet chess?
