The Emperor Augustus has ordered the 13th Legion to be reformed. This was the famed legion of his uncle Julius Caesar. The 13th is the most trusted of all the Roman legions, so much so that Caesar often called them "the faithful and loyal" The 13th crossed the Rubicon river at the back of Caesar and stood by him in the Roman civil war.
