Shortest game (time) doesn't seem like an interesting category to me. Almost all hyperbullet games have a duration of 1 minute (too tedious to check seconds for all of them, so I just go by the listed duration, which rounds to the minute). However, I did add both to "shortest game by moves." They're tied for 1st place.

im not sure but i think 21 might be theoretical lowest? (P3 mates P4, P2 mates P3 for 21 pts & claims win vs 0 pt P1) so this one's at least a little close
Added to the category. Also listed on "lowest points - standard combined game total," as a benchmark. Like most of these first additions, I expect they've already, or will be broken. But it's good to have a mark to beat. I also think your theoretical game works! Play it out (without bots) and post it. Doesn't have to be rated.

While I think it's better to put records in, to be broken later, in this case, I think it's best to wait for some potential standouts. Rating increases of ~150 are pretty commonplace, especially in the age of multiacc trollers beating unsuspecting 2400+s.
For reference, I just did a quick personal archive search, and found 3 games which beat your records. I'm not a standout player, nor a multiacc troller, so I'm sure there are games beating these:
