Am I the only one here who actually read the forum rules, how to submit, and submission requirements when I joined?

No.

I spent about 2 hours reading the rules(my computer is really slow), just so I could ask for some feedback on an idea I had, for me to be told that the idea had already been declined.

Luckily, I had not yet started playing testing games. That would have been disappointing.
