I won't argue against the ruling, because I suppose that I technically did commit an infraction.
But I couldn't have played the other move anyway, so what was the point of the investigation?

The point was to decipher if you were lying and if you were cheating which we decided you didn't. We also decided that you broke a rule. This is a landmark breaking because Rule 6 is broken more times than you may think. This example is the tipping point. From now on we are using the tool to crack down on manipulated posts.

If players are caught changing moves (or cheating in any way) it's possible they will be sanctioned. This means being banned from the Candidates Tournament, being banned from Federation-run tournaments, and being excluded from the ELO scoring database.

You should stop doing it. I let you get away with it against me some time ago, and even kept our talk about it private, but I won't in future. I hoped that because you got caught, you'd realise it's not a wise thing to do, but that doesn't seem to be the case.
Vick mentions a selection of sanctions, but the most obvious sanction is missing... forfeiting the game. This should be the default action where deleted or edited moves are known to have happened, with other sanctions being considered based on the seriousness of the incident.
In my opinion, the right decision is made here. I think it's clear to everyone there was no malicious intent from patzer, so it would be extremely harsh for the first punishment to be given under such circumstances. But this does have to stop, whether innocent intent or not. The next person to get caught will very likely be sanctioned. I will make a comment in the games I'm modding to ensure the players are aware of this announcement, I encourage other mods to do the same.
Just to add, this is my opinion. I'm not a fed member any more so I don't have a vote on these matters.

The Federation has come to the conclusion that there was no foul play by @JustARandomPatzer in his game against @Martin0 in the Mega-Dog Grand Final. The result of the game is white (JustARandomPatzer), wins by resignation. 1-0
That being said, the Federation agrees that @JustARandomPatzer committed a rule infraction.
6. Once a move is posted, it is binding. Do not delete posts that contain a move. Do not edit posts to change a move.
Rule 6 was broken by deleting a post containing a move. The Federation has decided not to punish @JustARandomPatzer for this infraction.
Even though @Martin0 lost, he is still the Bulldog Champion; this was not the Challenge Game.
On a separate but related note: Members of the Federation have access to a tool, in which we view more often than is desirable, that posts that are part of forum games are deleted or edited. We cannot always see all details. In some cases, people do this with no bad intentions. At the same time, there may be cases where people are deliberately infringing this rule. There may be a difficult grey area in between.
We should all equally be bound to Rule 6, therefore we should see any infraction of Rule 6 as a serious case of cheating.
Going forward, deleting or editing posts that contain moves in forum games, will in itself be prohibited. In the past, we have been lenient in enforcing this rule, but now we will use the aforementioned tool to be strict on enforcing the rule. If you have a valid reason to correct a post, don't touch the post but type a new post with an additional comment.

Here is what i suggest: Using the WFB only 3 times each 10 moves for each player. The count of the number of allowed WFB requests is linked and reinstated again when 10 consecutive moves are played= 20 plies.
If a player doesn't request a Board he cannot cumulate the non used requests of boards and the counter is 3 each 10 consecutive moves. The move count starts from move number 1 and is reinstated at moves 11, 21 etc.
I also suggest that when requesting a Board the waiting time is counted as a played time (this gives a total of 3 days + 1 day time warning = a maximum of 4 days).

Hi, I do like your proposal but I feel that it will unfairly harm players like me, who cannot use your boardpainter as a result of their device. I also feel that it is far more complex than the current rules which for the whole, work.

The WFB rule is based on the premise that nearly all players want to see the board (not more than 1-ply old) before they move. We can discuss this further either (here) or in a new thread in the bulldog club. I don't plan to discuss it more here for the reason evert says.
