15 second time limit is way too short for my 500 Elo bullet brain. I found that discouraging. It's basically blitz training.
I actually think have three time periods. bullet blitz rapid. where you are given less time to assess and less time to think with each move for the faster time periods. For example, I play a lot of 3|2 blitz. In this time period you have 180 seconds (plus increment but we will ignore for simplicity), if a game is one average 40 moves, that means you have on average 4-5 seconds per move. A big think in the middle of the game would be like 10-15 seconds. for bullet 1|1 you have about 1-2 seconds per move with a big think being about 5-6 seconds and for rapid 10|0 or 10|5 you would have 15 seconds per move on average with a big think being 45-60 seconds.
So for me what I would think is best looks kind of like this:
Bullet: 10 seconds to absorb the board and 5 seconds to play
blitz: The current time for it
Rapid: 60 seconds to absorb board 60 seconds to play
