Started means that the match have started, and is ongoing.
WL stands for World League. So the match have started in WL and is thereby counted as a match in EL as well.

does it stands both ways?... WL game can replace EL game as well as EL game can replace WL game? other words all these Teams can play through year less number of games than others, correct?

The EL-rules count all WL-games automatically as EL-games. The teams can agrees besides (but are not forced to accept it) if they want to startup another game that replace the other one.
The WL-rules doesn't say anything particular about this. But in practise, you can agree with your opponent and the WL-tournament manager(s) to count an ongoing EL-game as a WL-game. (I've done this myself for a single match this season)
So, it's a slight difference between EL and WL.
I hope that the WL-rules from next season will make it easier to let EL-games be counted as WL-games. I know that the Asian League and many teams in Asia also wish that.
