Team Malta hereby receive a warning. Team Malta have two other matches to start in the short terms. Further delays in that could lead to new warnings and disqualifiqation. I'll check the status by 1st of March.

Team Iceland have receive two warnings due to delay in starting up against Belarus and Team Moldova. Both matches have now started, so no further penalties etc for this. Any next warning to Team Iceland in any upcoming matches will lead to disqualification for this season.

Dear colleagues, 

I’m asking your opinion about a cheating situation that happened yesterday in a EL match: Team Moldova vs Team Belarus http://www.chess.com/groups/team_match?id=497574.

In brief, an admin of the Team Belarus excluded 12 players from 29 registered from his team. Because of this, 24 players from both team couldn't play their games and Team Moldova was disadvantaged by an unbalanced tables rating.

On the one hand, this is a violation of EL rules, and on other hand, this is a total lack of fairplay.

Should we tolerate such tricks or not? Is the EL a serious international tournament or we are just wasting time here?

It is extremely difficult to believe that the Team Belarus admins excluded almost half of their team (12 people, while there are 18 boards) for any common sense reason.

This kind of incidents appear every year and are popularised either on WL or EL forums, thus it is hard to believe the admins of an old team are not informed about the rules of not "fixing" the team for official matches. Even if there was no rule, the common sensewould tell the same thing.

In my oppinion this should not be tolerated.

Looking forward for a logical decision from EL Director.

Decision regarding the match beteween Team Moldova and Belarus:

Seem like Team Moldova and Belarus not yet have agreed upon restarting the match as by 2015-03-12 as earlier decided (please see note in startpage).

Therefore now give one warning to each team.
And no points and scores to any of the teams for this match.
means that Belarus now have 2 warnings, while Team Moldova have 1 warning.

However, the teams are welcome to restart the match later on if they wish/agrees upon, and if so will the result be counted. Then just let me know.

Decision regarding Team Malta:
Team Malta seem to have very difficult starting up matches.
The match against Team Estonia in Round1 have not yet started, and no more matches in the next rounds neither started.

Team Malta hereby receive yet a warning, which means that the team now having two warnings.

Team Malta will get yet a month in order to start the match against Team Estonia and starting up more matches. If no progress in this have been made will the team get it's third warning and become disqualified for this season.

Team Moldova has agreed before to a rematch, however Team Belarus said that they will bring forward the same players and not anyone else, how does Team Moldova deserve to get a warning here??

ENGLISH translation - "I wrote to the admin of EL, and he explained to us the rules of the tournament! We received a verbal warning and will not continue to use such methods! Our team is the first year in the big tournaments, therefore we don’t know all the subtleties of the competition. So, Belarus don’t sees compelling reason to cancel the started match, and to rematch a new one! I think at the end of the year our team will achieve promotions in EL divisions."

RUSSIAN (original) - "Я написал главе Лиги, и он нам пояснил правила турнира! Мы получили устное предупреждение и впредь не будем использовать такие методы! Наша команда первый год в больших турнирах, поэтому ещё незнакомца со всеми тонкостями соревнования. Поэтому Беларусь не видит веских оснований отменять этот матч и загружать новый! Думаю, в конце года наши команды и так добьются повышения в классе."

It's not just that Belarus have made their intentions clear, it's also a matter of having some kind of standards. Let's look at this logically:

1) Last year, Team England removed TO players under 25% from a match when the rules were not clear

2) Team England was penalized, apologised, and promised not to do it again. The rules, meanwhile, were made more clear and a clear precedent set.

3) This year, Team Belarus removes many players without clear reason, and brazenly suggests they will do it again, but more surreptitiously, to avoid notice.

4) Team Belarus aren't penalized at all, and are permitted to carry on, despite the clearer rules, clear precedent, clear situation, and advice of every other team admin that has registered a view on the topic.

1) We can't see this. Only admins of the teams directly involved can see unaccepted challenges.

2) There appears to be only you and Johan who thinks a rematch is in any way an acceptable continuation (though it is understandable that you'd want to support that stance, since it favours your team - it's more Johan's stance that is unexpected here - I trust that in return you'll understand us all expressing our surprise).

Looking at it from another perspective:

6.4% of England players removed, Romania receives a 22 point compensation

37.4% of Belarus players removed, Moldova receives...nothing

2 warnings to Belarus, and 1 warning to Team Moldova. It's quit a lot.
Gives that Belarus will be disqualified if they get yet another warning.

This was a game in a early round, where a new admin for a new and smaller team in a lower division, and who not yet are so familiar with the rules made a failure. He and other new admins are now aware of that removing players from their spots are not allowed just right off.

Better to restart the match and have some fun...or just leave it behind and looking forward for matches in the next rounds.

We don't want to punish too much, as we want this to stay a friendly tourney and not become a battlefield. Fairness is important, of course, but just like in many sports, are restarting wrong-going games often a reasonable decision to make.

I'm aware that Team Moldova may feel some unfairly handled, but it may had been even more unfair towards other teams in the division which fighting for top positions. Why take that risk and make all this really unfair.

Team Moldova seem to have good capacity to give Belarus a challenging battle if the match restart. So, why not make it?
