They follow the tradition that any aid is implicitly allowed - so nothing prohibits engines there, and i'll say no one dares to play there without access to lots of computers :(
It is funny that the rules talk of postmarks-deciding-date-move-was-made; what to do in case of illegible postmark ... [they do explicitly mention that you *may* use email :)]
Many top players are in famous universities - i've heard of 22 networked computers guided by salaried GMs who are experts at handling engines ... :(
